Offentlighetsprincipen (public principle) is in Sweden the right of all fellow citizens to be able to take with authorities and offices in all documents and documents insight. This right is embodied and of many Sweden as irreplaceable for the democracy is regarded since 1766 in the Basic Law.

In Sweden the entire national and local activity is to take place in the light of the public. The regulations to this very old principle of the public stand also today in the Basic Law, i.e. in the law over the Pressefreiheit .

The principle of the public is to ensure a general inspection by the fellow citizens. This means that all documents and documents - including tape recordings and in computer stored data - for the public, existing in an authority, are accessible. Openness is here the basic rule, secrecy the exception. A legal reason must therefore always be present, if publication is refused by information or documents by an authority.
