Whether training lack of training, the lack of jobnear living possibilities for handicapped humans in rural regions, the high insolvency of young people or ecological problems: For the accomplishment of the social problem situations are in demand new concepts and developments, social products and services, for whose realization the Sicherstellung of the financing is necessary.
The idea "of the Public Social private Partnership "(abbreviation PSPP) is based on the term of the Public private Partnerships (PPP). Just like PPP PSPP represents a financing instrument. It has however a special objective: By means of PSPP the conversion of social interests is financed. That projects can be in the range of the obstruction assistance, support of work-looking for, out and further training of disadvantaged humans, consultation of indebted persons as well as projects in the range of environmental protection etc.
The financing of these projects and applying necessary resources take place in a partnership. In a Public Social private Partnership take part interested enterprises and organizations of the private sector, the public hand and the socio-economics. These take specific roles in the partnership: The role of the financing, the role of the co-ordination and conversion and the role of the Sicherstellung of the payment river by guaranteed acceptance of the social achievements.
By the execution of a PSPP on the one hand the life situation of disadvantaged persons, on the other hand actual by the income of the roles depending upon specific activity emphasis, improves authority and interests - for all enterprises involved a clear profit given. Therefore a Four Win situation develops: Profit for the disadvantaged persons, the enterprises and organizations of the private sector, the socio-economics and the public hand.
Thus "Public Social is private Partnership "a partnership project to the financing and generation of resources for products and services for pursuit of humans or groups of people disadvantaged by social protection and interests of preservation and/or to the improvement of the life situation and life chances.
Starting point for Public Social private Partnerships (PSPP) is the imported and colloquially accepted term "Public private Partnership "(PPP).
Public private Partnership of models decrease/go back on the one hand to the completely classical form of co-operation between public administrations and private enterprises: the mix-economical enterprises (usually in the legal form of a GmbH operated). On the other hand they take up beginnings of local financing models, which were already used in the 70's, like for example local leasing, closed real estate funds, operator models or Forfaitierung.
The advancement of these beginnings of the perception of public tasks by the public administration together with private-economical enterprises is to be due to recent socio-political developments. On basis (economics) of political discourses, in which means public with the absence one argues, the public hand is responsible ever more frequently no longer alone for the financing of infrastructure projects, but looks for new co-operation strategies with the private sector. Besides the European Union competition conception coined/shaped by the advertisement competition makes new competition strategies in the sense of a market-focused task perception necessary for public enterprises. To neglect are not the arguments stated in privatisation debates, public administrations and private-economical management concepts for a more efficient public task perception are inefficient should use. Altogether it is to be stated that the public hand develops away from a producing state to a guarantee state, which notices certain tasks no longer separates only guarantees that they are fulfilled. Thus a change goes from a collective, through taxes coined/shaped, financing from infrastructure measures to financing forms, which have to carry the users and user inside.
For now cooperating of sovereignty carriers with private restaurant subjects, inquired ever more strongly, since center of the 1990er years in the German-speaking countries the term PPP is used.
Even if due to the multiformity of the application fields a generally recognized definition for PPP were not found yet, then it is meanwhile recognized in the economic linguistic usage that the term is relevant both from the sense and from the term content only if the partners/inside their different strengths begin. Pure financing business is not called accordingly PPP. However the core of a PPP is seen as financing instrument. Also the European Union commission in the description of their emphasizes this aspect "coherence politics in the service of growth and occupation ": "Public-private partnerships (PPP) can be a suitable financing instrument for investments, if clearance exists sufficiently for the participation of the private sector "(commission 2005:12).
PPP is thus after today's, functional term understanding those usually "long-term, contractually regulated co-operation between public hand and private sector, with that necessary resources (e.g. know-how, operational funds, capital, personnel etc.) by the partners and partner inside to the mutual use in a common organization connection to be adjusted and existing project risks according to the risk management authority of the project partners and - be partner inside optimally distributed" (appraisals "PPP in the public above ground construction ", Bd.1, 2003:2,3).
PPP are - roughly in summary - co-operation forms between public hand and private sector for the perception of public tasks. To PPP there is meanwhile an extensive number at publications and studies. Here no detailed argument with the term PPP is to take place, however the difference between a Public private Partnership and conventional forms of the financing and perception of public tasks is to be pointed out.
To define PPP is therefore from two variants of the perception of public tasks:
I. On the one hand PPPs are to distinguish from Eigenerledigung.Der state notice a public task exclusively with own materials and own personnel, also by own or Regiebtriebe. Among the self-completion rank

II. On the other hand PPPs are to be distinguished from the material privatisation (=Aufgabenprivatisierung). With the material privatisation the state gives the completion to a public task completely to a private enterprise off (e.g. garbage disposal). Sometimes auditing rights remain in the supervisory boards. Material privatisations are not regarded as PPPs.
