By public one understands the whole possibly of the persons without each delimitation in the number or by other restrictions, participating in an event or a happening. "“Sphere of the private individuals"” (Habermas met to the public: Structural change of the public) "“net for communication of contents and position-took themselves (...), after the communication density, which organization complexity, and range differentiate to levels, of the episodischen tavern the (...) up to the abstract public"” (Habermas manufactured over mass media: Stukturwandel of the public)"”

"“Public meeting"”, "“public demonstration"”, "“public negotiation"” (before court), contrary to "“under exclusion the public"”. The public of as much as possible events is thereby a democratic principle. Press and broadcast have the task to manufacture by reports, reports or direct transmissions the public also over far distances away.

Of internal public one speaks in the connection of larger groups, associations, enterprises or other organizations and bodies. It designates the total number of the persons concerned and is subject to the same regularities and organizational basic patterns as the outside public, however from this is separated and with consideration of the special need for information served.

In democratic societies the public plays an important role, because in it (political) the forming of an opinion takes place. The press is important part and mirror of the public. In this connection public goods are important, which make public possible at all only. An alive public can be seen as basis for the development of civil company.
