Sans of paper (from the French: without papers) present Migranten designates without residence grant in Western Europe.

A new social movement is occupied since the 90's 20. Century with the rights of the Sans of paper. The members of these citizen-legally oriented groups are the opinion that each humans have in principle the right, at which place, at which it is, a life without discrimination to lead. Their key word is not "“humans is illegal!"”.

With the term "“illegal Migrant"” is to be expressed that the state attributes humans and no more actions, who than are illegaly regarded the attribute "“illegaly"”. This leads to actions of the state against these humans, who do not respect the human rights of the concerning any longer. When deportation under acceptance of the death of the Migranten are to be stated example, or deportation into countries, from which the Migranten does not come at all. The legalization of the Sans of paper was supported also by the French reform trade union "“SUD"”, in a more general fight against Prekarisierung.

Occasionally in this connection it is stated that alone in the distinction between citizens and foreigners an equality-adverse discrimination lies. For example the residence obligation is regarded to that accordingly of asylum-seekers as institutional racingism. The distinction between citizens and foreigners is not regarded however of the present legal situation in Germany as equality adverse; the Basic Law grants partial stronger fundamental rights than Nichtdeut to Germans, so for instance in questions of the freedom to establish residence. The discussion is rather a political therefore as right dogma tables.

Contrary to this theoretical view the reality that in all Western European countries a great many humans without residence grant are used by the "“legal"” economics, for work, those by the west Europeans does not stand for any more not to be carried out (particularly within the range agriculture, building and housework). The concerning are useful to the economy, and thus the states, in which they work, without having however requirement on the fundamental rights. It is spoken in this connection also of "“modern slaves"”.
