The show of interest procedure is a procedure for the market survey whether a national achievement can be furnished not also by private offerers.

The term is laid down in "§ 7 paragraph 2 of the Federal Budget order. Here it means:

"„For all financialeffective measures appropriate economy investigations are to be accomplished. Also the distribution of risks connected with the measures is to be considered. In suitable cases the possibility is to be stated to give private offerers whether and to what extent they can furnish national tasks or public purposes serving gainful occupations not just as well or better (show of interest procedures). "“

A show of interest procedure is possible, if new or existing state measures or institutions are planned or examined and this not compellingly sovereign character to have. It requires an investigation of the market in a first step after competitive principles. The result of the market investigation is to be compared with the variants of national solutions, in order to ensure an economic evaluation. If the decision is in favor of (more economical) a private solution pleases, then a public contracting method to accomplish in a second step (e.g. an advertisement) is.

An example of the application of a show of interest procedure is the collection of offers for the rail local passenger traffic on the distance Hamburg Luebeck, which until 2008 still in the context of a general traffic execution contract by the before times national German course one furnishes.
