Spell mile or also Befriedeter district (in former times also spell circle called) one calls general protected zones around the meeting places of the legislation organs of the federation (e.g. Bundestag, Bundesrat) and the countries (federal state parliament) as well as the Federal Constitutional Court, in which activities and/or meetings are certified forbidden and only in exceptional cases. The protection of these constitutional bodies of the direct pressure of the population is intended.

Sometimes one calls the spell mile also prohibited area. It could concern e.g. trade embargoes.

Germany

The spell mile defines the minimum distance around the Bundestag, Bundesrat, Landtage and Bundesverfassungsgericht, which are to be kept from demonstrators. The spell mile calls itself also befriedeter district.

The spell mile law of the federation was reformed on 31 July 2000. (See now Befriedeter district). In the countries there are still such laws. In the "“law over befriedete districts for constitutional bodies of the federation"” (BefBezG) the Bundestag has districts also for Upper House of Parliament and Federal Constitutional Court befriedete specified. If necessary the attention of the spell mile is implemented with Polizeigewalt. Demonstrations also in the spell mile are permissible, if no disturbance is to be expected. This applies particularly on meeting-free days ("§ 5 BefBezG).

At present a choice there is a kind spell mile in the periphery of polling stations also, where an agitation of the parties is forbidden. In Germany the extent is not legally certain, but by local regulations on a range from i.d.R. 10 to 50 meters is specified.

Austria

In Austria there is not the term officially, however ugs. for example for zones around a polling station, which are characterized by white markings, is approximately used. Within this zone agitation is forbidden during the choice time. Switzerland

In Switzerland this kind of spell mile is unknown.

Historical

The spell mile was originally a defined area round around a city, in which no strange dealers were allowed to offer their commodity for sale for the protection of the own trade. At large market days this spell mile was waived. Comparisons also French Banlieue.
