Staff captain second lieutenant designates a soldier in the fourth-lowest officer rank in Germany with the German Federal Armed Forces within the German navy. In the other armed services this rank is called staff captain. In the medical service of the German Federal Armed Forces there is no comparable service rank.

Only about 1.5 per cent of the captain second lieutenants are carried to the StKptLt, since it is the highest attainable rank in the career of the military-technical service. Officers of the military-technical service are all together career change-over switches from the career of the NCOs.

Soldiers in this rank can give crews, NCOs without Portepee, within the borders set by the superior regulation (VorgV) NCOs with Portepee and second lieutenants of instructions.
