The relations of the European Union with the countries of Eastern Europe and central Asia (EECA) was supported since 1991 by a program of the technical aid - called TACIS -. The program carries the process of the transition for the free-market economy and the democratization of the society into the EECA countries. In the first eight years of its functioning altogether 4.226 million euro flowed into the financing from Projekten.Eine in January 2000 confirm European Union regulation opened a new phase of co-operation between the European union and the partner countries of Eastern Europe and central Asia. This has the goal to place a financial assistance from 3.138 million euro to at the end of 2006 for order on certain key areas concentrated:

- Support for institutional, law and administrative reforms.

- Support for the private-economical sector as well as assistance for the general economic development.

- Support to moderating the social consequences.

- Development of the infrastructure.

- Improvement of nuclear security.

The program is prepared and led by two general you acct rates within the European Union commission. The programs are very versatile, and in the course of the time several special subroutines were developed. There are constantly hundreds of current projects to all sectors, countries and areas, by which some example projects are available as case studies. To the countries in Eastern Europe and central Asia, whose co-operation with the European union is regulated in the context of the TACIS of program, belong: Armenia, Azerbaijan, white Russia, Georgien, Kasachstan, Kirgisien, Moldavia, Mongolia, the Russian federation, Turkmenistan, Tadschikistan, the Ukraine and Usbekistan.
