Structure of the European Union

The European union (European Union) is a controlling body, which is based on three columns of the European union.

The European Union is therefore a thing, a whose goal is the creation of a uniform right area. While the communities are supranationally organized, then the two remaining columns are held by the co-operation of the national governments. The European Union is not an own juridical personality. You are missing in particular the action organs, this are however by the European Union condition to be changed.

The European communities

The European communities are supranational organizations and consist of the European community as well as the European Atomic Energy Community (Euratom). Up to its running out also the European community for coal and steel was likewise part of the communities.

They are carriers of own rights and obligations in relation to their members and third states. By those the European community transferred sovereignty rights they exercise independently authority opposite the member states and individual citizens.

Union citizenry

Each citizen of a member state has a catalog of rights and obligations, which does not correspond however to the range of a usual nationality by the union citizenry. The union citizenry is anyhow no European nationality union citizens is, who citizen of an European Union member state is.

Basic liberties

To the basic liberties in the European Union belong the goods traffic liberty, the service liberty, the passenger traffic liberties (employee liberality and freedom to establish residence) and the liberty of the principal and exchange. See also: Basic liberty (EEC)

Common outside and security politics of the European union (GASP)

The common outside and security politics of the European union represent the second column of the European Union. Contrary to the European communities it concerns however a intergouvernementale co-operation, which does not have direct legal force. Police and justizielle co-operation in criminal actions serves for to preventing and fight of the criminality (article 29 European Union). As institutions euro pole and Eurojust are to be called here.

Advancement by the condition contract

The columnar structure of the European Union is to be dissolved by the contract over a condition for Europe; the European Union is to receive so a uniform juridical personality, in which the European communities come up. (Creation of the "“area of the liberty, security and the right"”) in the context of the adoption of resolutions procedures and within the range of the examinableness by the EuGH however also within this uniform framework still some characteristics from the second and third column will receive.
