Town councillor a collegial organ appointed as the local council in cities or also the individual member of this Kollegiums is called.

In some Lands of the Federal Republic in Germany town councillor is also the designation of a departmental head of a city administration.

General information

Depending upon Land of the Federal Republic, canton or municipality the town councillor has a legislation (legislative) or executive (implementing) function. In smaller municipalities the town councillor is an organ of the executive, in larger mostly becomes in some municipal constitutions between small town councillor (executive) and large town councillor (local parliament as legislation) differentiated.

Germany

In many German Lands of the Federal Republic town councillor is the designation of the local agency in cities (in other municipalities: Local council). Also the members of the committee town councillor are called town councillors.

In some Lands of the Federal Republic in Germany (e.g. Hessen) town councillor is also the designation of a departmental head of a city administration or in Berlin of a district administration. Special specialized departmental heads can lead also designations such as advice of building of cities (building departmental head) or city treasurer (financial departmental head). In these countries the local parliament is not called town councillor, in order to avoid mistakes. In Bavaria the designation is a "“professional town councillor"”, in order to avoid mistakes with selected town councillors.

Austria

In Austria the town councillor is selected by the local council from the numbers of his members. The town councillor has thereby - like also the local council - only executive and no legislations of powers. In some there are also office-prominent town councillors, who are entrusted with the line of certain departments of the city administration. In the remaining cities the town councillor in its function corresponds to the Gemeindevorstand, it concerns thus only another designation without legal relevance. The collegial organ becomes as a city senate (in or town councillor (in the remaining cities) designation, the members however in both cases town councillors are called. In Vienna the town councillors are due to the dual function as city and country at the same time also members of the Viennese federal state government.

Switzerland

In Zurich, pc. Gallen and many other cities of German Switzerland is called the executive town councillor and the legislation inhabitant or local council. In Berne and Thun it turned around exactly: The parliament is called town councillor, the government calls itself local council.
