nets (English Trans European network), briefly TEN, are a contribution of the European Union for the conversion and development of the domestic market and for the improvement of the economic and social co-operation of the community. With the key program in the European Union a better cross-linking in the domestic market and a certain standardization of the traffic systems are aimed at. Furthermore the infrastructure of energy and telecommunications is to be improved and the satellite navigation system Galileo to be developed. Basis are the articles 154 to 156 of the EEC contract.

For each of these ranges guidelines one created, which define goals and specify describing or in the form of maps the components of the nets.
The joint guidelines for the structure of a transportation network (decision No. 1692/96/EG changed from 23 July 1996, with decisions No. 1346/2001/EG of 22. May 2001 and decisions No. 884/2004/EG from 29 April 2004) are an orientation framework for the up and development of the internationally important traffic infrastructure within the European Union.
The TEN guidelines are neither a building still another Finanzierungsprogramm.Die costs of a realization of the transportation network amount according to newer estimations of the EG-Kommission until 2020 on about 600 billion ". Herein also the need for the development is contained in the joined states, which was determined in the context of the work for the determination of necessary infrastructure needs in the associated States of (TINA process).

Beyond that international financial establishment ions finance, above all the European Investitionsbank (EIB) and the European investment fund (EIF) to a large extent over loans and/or endorsements traffic infrastructures in Europe also.
The details of the promotion from the TEN Haushaltslinie regulates the TEN Zuschussverordnung (regulation (EEC) No. 2236/95 of the advice on the basic rules for the grant changed by community subsidies for nets by regulation (EEC) No. 807/2004 of the European parliament and the advice from 21 April 2004). From this household line investment projects can be promoted in principle with up to 10% and studies with up to 50% of the costs in the traffic sector. For certain priority projects (especially if they are transnational or natural obstacles queren) can due to likewise in the year the 2004 took place change of the TEN Zuschussverordnung the financial support up to 20% of the capital outlays to amount to.
The household line TEN contains for the period 2000-2006 altogether 4.855 billion ", of it approx. of 90% for traffic, 10% for energy and telecommunications. 255 millions " of it are reserved in the years 2004 to 2006 for projects in the joined states.
Due to the obligation in accordance with kind 21 (examination in the 5-Jahres-Turnus) of the guidelines the commission submitted a revision suggestion in October 2001 - on basis of the White Paper to the traffic policy from the year 2001 -. It concerned particularly a stabilization of the more pollution free and a change of the appendix III (at that time still list of the projects). Since regarding this list no agreement could be achieved in particular between the member states and the commission, the common point of view necessary for an agreement with the parliament was not attainable.
On Veranlassung the clerk sarins Loyola de Palacio therefore a high-ranking working group under the former commissioner Karel van Miert was used, who finally submitted a final report with suggestions for priority projects and on the financing of the TEN-V on 30 June 2003. On the basis of these suggestions the negotiations could successfully be locked and the revision in April 2004 be finally discharged.

The revision of planning for the binding of the TEN-V with the national transportation network European Union neighbour states - following the past traffic passages - begins now only by the high-ranking working group in such a way specified Van Miert II.
On 11 June 2004 the European commission and Albania, Bosnia-Herzegovina, Croatia, Macedonia as well as Serbia and Montenegro (including Kosovo) over the development of the Southeast-European regional core transportation network signed a declaration of intent. The net covers 4,300 km rails, 6,000 km roads, the most important airports as well as the ports Rijeka, Split, Dubrovnik, Ni", and Vlora. As binnenwasserstrassen the Danube and the save are included. The net is transnational at 58 points. The total costs for the development of the net become estimated on over 16 billion EUR. Altogether 17 priority projects with estimated total costs at a value of 650 millions EUR were determined. Examples: Railway bridge Zezeljov Most in Novi Sad (Serbia and Montenegro), airport of Skopje (Macedonia), port (Albania), motorway Banja Luka - Gradiska (Bosnia-Herzegovina) and rail traffic connection Moravice - Sapjane (Croatia).
