Twinning one calls an instrument for the preparation of the entry of a country to the European union. At such an advancing instrument the entry candidate with experts from the member countries works together on concrete projects for the conversion of the joint possession conditions, in particular in the areas agriculture, environment, law and inside, finances, domestic market, regional development, work and social as well as health and traffic. The extent of the project lies between 12 (short time Twinning, "“Twinning Light"”) and 24 (long-term or normal Twinning) months.

In case of the 2004 joined countries the Twinning is continued as transitory measure still to at the end of of 2006. The emphasis lies however on the current candidate countries Bulgaria, Romania and Turkey.

Twinning is not to confound with "“Town twinning"” (partnership between cities).
