URBAN II is an European Union advancement program. After the first program URBAN for the promotion period 1994-1999 it was transferred as Urban II to the current period 2000-2006. It is to improve the city centers and their urbane situation with not-structural measures. It serves for the promotion of cities also over 20.000 inhabitants, who have problems with high unemployment, criminality or environmental pollution.

Capital measures, but also mechanisms are not only promoted for the education and qualification of humans. Likewise to be supported initiatives to the Quartiersmanagement.In congresses and Workshops the exchange between the participants of the cities involved is to be promoted. In Germany 12 cities participate in the program.
