Virtual city halls can be regarded within the E-Governments as a subrange of the Web operational readiness level of a municipality, which bundles the services of the municipality.

In virtual city halls content management systems are a firm component.

Requirements

Citizens, enterprises and the municipality are interested in an optimal general impression with simple access options (e.g. over situations in life) of the Web operational readiness level. In addition, the kind of the services (information, communication and/or transaction services) play a role. Here one is in particular interested in transactions (e.g. all-electronic forms based on specialized procedures).

An important legal basis of virtual city halls was created by the adjustment of the administrative proceedings laws to electronic communication in the years 2001 to 2004. The electronic signature is now as substitution of the signature recognition and made possible in principle obligatory and right-safe transactions. For lack of spreading of the necessary signature maps in the population the meaning of electronic signatures for virtual city halls is however still very small.
