The youth welfare office is an organizational unit within the municipal administration. After the child and juvenile welfare service law (KJHG) (social legislation VIII (SGB VIII)) each district must furnish and each circle-free city a youth welfare office. Not in all parts of Germany for it the term youth welfare office is used. In North Rhine-Westphalia youth welfare offices can be established also at large and middle municipalities circle-belonging.

For the promotion and financing of supraregional youth work, acknowledgment of supraregional associations, Ausgestalltung of state-specific conversions of the KJHG"´s etc. are responsible on the national youth welfare offices, which were likewise established according to KJHG in each Land of the Federal Republic.

Contrary to other authority parts (offices) each youth welfare office consists not only of the administration, but of the juvenile welfare service committee and the administration of the youth welfare office (so-called Zweigliedrigkeit). Although straight local central associations sought to take influence against the Zweigliedrigkeit of the youth welfare office, them remained existing in the child and juvenile welfare service law.

As public juvenile welfare service carriers (see juvenile welfare service) the local youth welfare office is responsible for the assignment of achievements in the sense of the social legislation (SGB VIII) and for the coordination of far tasks.

The youth welfare office advises during the child education, with adoptions, with maintenance disputes, with ensuring and handling right and supports the youth work of free carriers. It supports the court of guardianship and the family court in all measures, which concern the custody for the person of children and young people. It has to participate in procedures before guardianship and the family court, which are mentioned in "§"§ the 49 and 49a of the law over the affairs of the freiwilligen jurisdiction (FGG). In these procedures it has the status of a procedure-taken part, which is not to be equated that of a witness or an expert.

Also a participation in the youth criminal procedure by the juvenile court assistance (JGH), who an advisory function for the concerning as well as for the courts has, in "§ 38 the juvenile court law (JGG) is prescribed.

The youth welfare office can be ordered also to the guardian or male nurse of a person under age (office guardianship, office maintaining shank), is thus a legal representative of the concerning, see "§"§ 55 FF. SGB VIII, "§"§ 1751, 1791b, C BGB. The support during the paternity statement and the maintenance obligation the youth welfare office upon the request of the ensure-entitled parents becomes active as assistance ("§"§ 1712 FF. BGB). Certificating persons of the youth welfare office record paternity acknowledgments, maintenance obligations and concern explanations ("§"§ 59, 60 SGB VIII).
