The Ziel-1-Region is regions of the European union and developed of it as economically bad is classified. In order however as same a development level in the European Union to received as possible, these regions are promoted. They receive 80% of the budget of the European funds for regional development (EFRE).

These regions have under 75% of the gross national product of the community average. They are usually peripheral areas of the union and exhibit a very small population density. For the period 2000-2006 receive over 60 regions this promotion.
